V.                 Minutes:

A.     Move that the March 21, 2006, Town Council meeting open and closed session minutes be approved, as recorded, and that the closed minutes be sealed.

VI.               Licenses and Permits:

A.     Consider approving a new Victualling License for Edna Tipple, d/b/a “Roland’s Subs & More”, 115 Pleasant View Avenue, pending compliance with all state regulations and local ordinances.

B.     Consider approving a new Peddler’s License for Stephanie Mosca, d/b/a “A & W of Rhode Island, Inc.”, 460 Putnam Pike, subject to compliance with all state regulations and local ordinances.

C.    Consider approving two, 1-Day Beer and Wine Licenses for the Thongkoun Pathana/The Laotion Community Center, 88 Limerock Road, for the Laotian New Year’s Celebration to take place on April 15 and 16, 2006, pending compliance with all state regulations and local ordinances.

D.    Consider approving a Special Events License for Bounthanh Prasavath, d/b/a “Watlao Buddhovath of Rhode Island, Inc.”, for the Laotian New Year’s Celebration to be held on April 15 and 16, 2006, subject to compliance with all state regulations, local ordinances and restrictions set forth in an agreement between the Watlao Buddhovath of Rhode Island, Inc. and the Smithfield Police Department.

E.     Consider approving a new Victualling License for Bounthanh Prasavath, d/b/a “Watlao Buddhovath of Rhode Island, Inc., 88 Limerock Road, subject to compliance with all state regulations and local ordinances.

F.     Consider approving the renewal of Holiday Licenses for 39 applicants, pending compliance with all state regulations and local ordinances (see attached list).

VII.              Public Hearings:

A.     Conduct a Public Hearing to consider Zoning Amendments to provide for Conservation Development.

B.     Conduct a Public Hearing to consider amending the Town of Smithfield’s Comprehensive Plan, pursuant to the required 5-year review of the plan.

VIII.            Old Business:   None

IX.               New Business:

A.     Consider authorizing the Smithfield Land Trust to apply for a Natural Resources Conservation Service (NRCS)/Wildlife Habitat Incentives Program (WHIP) Grant for the Wolf Hill Forest Preserve.

B.     Consider authorizing a contract amendment between the Town and CDM, along with the use of funds from the Aquafund Grant, to finance improvements to the Wastewater Treatment Facility.

C.    Consider approving abatements and addenda, as recommended by the Tax Assessor.

D.    Consider possible appointments to boards or commissions.

E.      Consider a possible motion to go into closed session pursuant to Sections 42-46-5(a)(5), real estate, 42-46-5(a)(1), personnel, and 42-46-5(a)(2) collective bargaining and litigation of the RI General Laws.

F.     Reconvene in open session, if necessary, to announce any closed session votes required to be disclosed pursuant to RI General Laws, Sec. 42-46-4.
