B.     Move that the minutes of the April 2, 2007 Budget Workshop be approved, as recorded.

C.    Move that the minutes of the April 5, 2007 Budget Workshop be approved, as recorded.

D.    Move that the minutes of the April 17, 2007 Town Council meeting open session be approved, as recorded.

VI.      Licenses and Permits: To consider and act upon the following matters:      

A.      Consider approving the renewal of two (2) Holiday Sales Licenses, pending compliance with all state regulations and local ordinances:

1.      Edward Krell, d/b/a “Motherhood Maternity #1842”, 371 Putnam Pike, Smithfield.

2.      Record Town, Inc., d/b/a “FYE”, 271 Putnam Pike, Smithfield.

B.     Consider approving a Bingo License for the Raymond C. LaPerche PTA to conduct Bingo at the Raymond C. LaPerche School, 11 Limerock, Smithfield, pending compliance with all state regulations and local ordinances (Fee Waived).

C.    Consider approving a Special Event License for the Knights of Columbus, St. Philip’s Council #11087 for a Fund Raising Event and Wine Tasting to be held Saturday, May 12, 2007 in the Parish Hall, 622 Putnam Pike, Greenville, pending compliance with all state regulations and local ordinances.

D.    Consider approving a One-Day Beer and Wine License for St. Michael’s Church for the St. Michael’s 25 Week Club Dinner Dance to be held September 15, 2007 in the Church Hall, 80 Farnum Pike, Smithfield, 7:00 p.m. to 11:00 p.m., pending compliance with all state regulations and local ordinances.

VII.     Public Hearings:  To consider and act upon the following matters:

A.     Conduct a Public Hearing to approve the asset transfer of a Class B-Victualler Beverage License FROM:  Brinker Rhode Island, Inc., d/b/a “Chili’s Bar & Grill, 210 Smithfield Crossings, 371 Putnam Pike, Smithfield, TO:  Pepper Dining, Inc. d/b/a Chili’s Grill & Bar”, same location, pending compliance with all state regulations and local ordinances.

VIII.    Old Business:  To consider and act upon the following matters:

A.     Continuation of Soil and Erosion Committee Discussion.

IX.            New Business:  To consider and act upon the following matters:

A.     Consider re-naming the Smithfield Ice Rink after Mr. Reynolds Lillibridge a dedicated coach and educator in the Town of Smithfield for 40 years.

B.     Consider establishing a Town-Wide Dam Management District.

C.    Consider authorizing the FY 2007 Development Block Grant (CDBG) Application.

D.    Consider authorizing the Smithfield Municipal Ice Rink to exercise a sole source purchase from the Zamboni Company of Paramount, CA for a new Zamboni 552 Electric Ice Resurfacing Machine.

E.     Consider authorizing the submission of RFPs for Concession Services at the Smithfield Municipal Ice Rink.

F.     Consider approving abatements and addenda as recommended by Tax Assessor:  None.

G.    Consider possible appointments to boards or commissions:  None.

H.     Consider a possible motion to go into closed session pursuant to Sections 42-46-5(a)(5), real estate, 42-46-5(a)(1), personnel, 42-46-5(a)(2), collective bargaining and litigation and 42-46-5(a)(3), security, of the RI General Laws.

I.         Reconvene in open session, if necessary, to announce any closed session votes required to be disclosed pursuant to RI General Laws, Sec. 42-46-4.
