A.   Move that the minutes of the June 5, 2007 Town Council meeting be approved, as recorded.

B.   Move that the minutes of the April 10, 2007 Town Council meeting/Budget Hearing be approved, as recorded.

C.   Move that the minutes of the April 23, 2007 continuation of the Town Council meeting/Budget Hearing be approved, as recorded.

VI.     Licenses and Permits: To consider and act upon the following matters:          

A.  Consider approving three (3) 1-Day Class F1 Liquor Licenses (Full Privilege), and a Carnival License for the Portuguese American Social & Athletic Club of Georgiaville for the Annual Holy Ghost Feast to be held on July 27, 28, & 29, 2007 on club grounds located at 32 Fenwood Avenue pending compliance with all state regulations and local ordinances and subject to conditions set forth in an agreement between the Portuguese American Club and the Smithfield Police Department which addresses crowd control and the sale, possession and consumption of alcoholic beverages.  Fee waived for Carnival License only.

B.  Consider approving  a new Victualling License for Daniel J. Dumican d/b/a “Daily Catch Seafood”, 9 Cedar Swamp Road, pending compliance with all state regulations and local ordinances and final Health Department approval and Building Official approval.

C.  Consider  approving a new Victualling License for Julien J. Angelone/East Side Pizza Inc. d/b/a “Ronzio Pizza”, 1150 Douglas Pike, Bryant University, pending compliance with all state regulations and local ordinances and final Health Department approval and Building Official approval.

D.  Consider  approval of the renewal of Four (4) Holiday Sales Licenses pending compliance with all state regulations and local ordinances.

1.   Joseph Accaoui, d/b/a “Quickets Convenience Store/Pick Pockets Deli”,285 George Washington Highway.

2.   Damon’s Wine and Spirits, Inc. d/b/a “Laurito’s Liquors Inc.”, 637 Unit Putnam Pike.

E.   Consider approval of the renewal of a Peddler’s License for Marshall Gorden, d/b/a “Wolfe Novelties”, to sell balloons and souvenirs at special events,  subject to compliance with all state regulations and local ordinances.

A.  Consider scheduling a Show Cause Hearing before the Smithfield Town Council, acting as the Board of License Commissioners, to hear alleged liquor law violations at Effin’s Pub, Farnum Pike, Smithfield.

B.  Consider scheduling a Show Cause Hearing before the Smithfield Town Council, acting as the Board of License Commissioners, to hear alleged liquor law violations at Parente’s Restaurant, Douglas Pike, Smithfield.

C.  Consider authorizing the Town Manager to execute a one-year Solid Waste and Recycling Services Agreement with the Rhode Island Resource Recovery Corporation of Johnston,  RI for the period of July 1st, 2007 through June 30th, 2008 with the terms and conditions as identified in said Agreement.

D.  Consider authorizing the sale of General Obligation Bonds for the construction of a new library building, not to exceed $13.5 million.

E.   Consider Providence Water Supply Board’s proposed wholesale rate increase as outlined in its Public Utilities Commission filing; and consider, authorizing the Director of Public Works/Water Commissioner to testify on behalf of the Smithfield Water Supply Board.

F.   Consider authorizing a bid award for roof repairs to Department of Public Works garage building.

G.  Consider authorizing a bid award for security surveillance system for Department of Public Works Compound.

H.  Consider authorizing the Smithfield Director of Public Works to solicit bids for uniforms for Public Works and Police Civilian Maintenance personnel.

I.    Consider authorizing bid awards for Cracksealing, Full-Depth Reclamation and Road Rehabilitation.

J.    Consider approving DEM Freshwater Wetlands Program Application No. 06-0111.

K.  Consider approving a RFP for Fixed Asset software for the Finance Department.

L.   Consider authorizing the renewal of Temporary Notes for the Land Trust and Town Land Purchase.

M.   Consider authorizing CIP Encumbrances for Fiscal Year 2008.

N.  Consider and act upon the issuance of a show cause order to Planning Board members Dennis Cesaro, Miki Oliver, and Kevin Gendron as to why they should not be removed from the Smithfield Planning Board for excessively poor attendance at meetings and consider scheduling a Public Hearing with respect to the same.

O.  Consider approving abatements and addenda as recommended by Tax Assessor:

P.   Consider possible appointments to boards or commissions:

Q.  Consider a possible motion to go into closed session pursuant to Sections 42-46-5(a)(5), real estate, 42-46-5(a)(1), Judson Family Farm, Gordon Rowley Family Homestead, personnel, 42-46-5(a)(2), collective bargaining and litigation, Town of Smithfield v. Churchill & Banks, RE Partnership v. Town of Smithfield, Town of Smithfield v. Realty Resources, Inc., Open Meetings Complaint Regarding April 23, 2007 Continued Budget Hearing and 42-46-5(a)(3), security, of the RI General Laws.

R.  Reconvene in open session, if necessary, to announce any closed session votes required to be disclosed pursuant to RI General Laws, Sec. 42-46-4.
