A.  Move that the minutes of the September 18, 2007 Town Council meeting and closed session be approved, as recorded and that the closed session minutes be sealed.

VI.    Licenses and Permits: To consider and act upon the following matters: 

A.  Consider approving a Holiday License for Lila Jean Trivisonno d/b/a “Encore Performance” to be located at 127 Dean Avenue,  pending compliance with all state and local ordinances.

VII.     Public Hearings:  To consider and act upon the following matters:  

A.   Continuance of a  Public Hearing to consider amendments to Chapter 122, Amusements, Coin-Operated, of the  Smithfield Code of Ordinances § 122-2. Definitions (Arcade);  § 122-5 Arcade License required;  § 122-8. Denial of License ( C ) and (H);  § 122-9 Grant of License and § 122-11.  License for business with one device, and  § 122-11 (G).

VIII.    Old Business:  To consider and act upon the following matters:  

A.  Consider appointing an independent person or firm to conduct an investigation of Town Council President with regard to charter violations.

B.   Consider rescheduling the  Public Hearing for the issuance of a Revenue Bond Ordinance to October 16, 2007.

IX.      New Business:  To consider and act upon the following matters:

A.  Discussion with Zoning Board Chairman regarding Zoning Board docket.

B.  Consider and act upon setting a Town Council Legislative Goals and Objectives Agenda.

C.  Consider and act upon the formation and appointment of a Town Charter Review Committee.

D.  Consider appointing an interim Town Sergeant.

E.  Consider scheduling a work session for a discussion on an exemption review by the Tax Assessor for October 30, 2007.

F.   Consider authorizing the Department of Public Works to solicit bids for a Mower Flail Arm.

G.  Consider authorizing the Department of Public Works to solicit bids for a Used Model Forklift.

H.   Consider authorizing the Department of Public Works to solicit bids for Winter De-Icing Equipment.

I.    Consider authorizing the Department of Public Works to solicit bids for a Recreation Department Pick-Up Truck.

J.   Consider approving abatements and addenda as recommended by Tax Assessor:  NONE

K.  Consider possible appointments to boards or commissions:  NONE

L.   Consider a possible motion to go into closed session pursuant to Section 42-46-5(a)(2),  Collective Bargaining and Litigation, Geraldine DeAngelis vs Town of Smithfield, LUINA Pay Differentials, Section 42-46-5 (a)(5), Real Estate, Section 42-46-5(a)(1), Personnel,  Non-Union/Management Raises and Section 42-46-5(a)(3), Security, of the RI General Laws.

M.  Reconvene in open session, if necessary, to announce any closed session votes required to be disclosed pursuant to RI General Laws, Sec. 42-46-4.
