C.   Presentation and discussion regarding Churchill and Banks, LLC. conceptual proposal for property identified as AP 29, Lot 66A, AP 30, Lots 20, 29, 30, 30A, and 31A and AP 35, Lots 13, 20 and 21.

V.       Minutes: 

A.   Move that the minutes of the March 4, 2008 Town Council meeting and closed session be approved, as recorded and that the closed session minutes be sealed.

VI.       Licenses and Permits: To consider and act upon the following matters: 

A.     Consider approving the renewal of a Victualling License for Mary E. Ouelette d/b/a "Angel Wings Cafe", 570 Putnam Pike, pending compliance with all state regulations and local ordinances.

B.     Consider approving a new Victualling License for 44 Hersha Smithfield, LLC d/b/a "Hampton Inn & Suites", 945 Douglas Pike, pending compliance with all state regulations and local ordinances and subject to final approvals from the Health Department, Fire Department and Building Official.

C.     Consider approving the renewal of a Private Detective License for Ralph Howe d/b/a Information Connection Unlimited, 10 Austin Avenue, Smithfield, pending compliance with all state regulations and local ordinances.  

VII.      Public Hearings:  To consider and act upon the following matters:

A.   Continuation of a Public Hearing for an amendment regarding Senior Citizen, Veterans and Handicapped exemption/fees at Georgiaville Beach, Chapter 263, Article II.

B.   Conduct a Public Hearing to consider a Sewer Ordinance change concerning vehicle repair service establishments.

C.   Conduct a Public Hearing regarding Tangible Tax Licensing Ordinance.

VIII.    Old Business:  To consider and act upon the following matters:  NONE

IX.      New Business:  To consider and act upon the following matters:

A.   Consider a resolution introduced by Councilwoman Jean Cerroni with regard to advertising for savings.

B.   Consider supporting a resolution regarding global warming.

C.   Consider authorizing an RFP for payroll services for the Town of Smithfield and the Smithfield School Department.

D.   Consider scheduling a Public Hearing on April 15, 2008 for an amendment to Zoning Ordinance, Assessor’s Plat 147, Lot 20.

E.   Discussion regarding energy conservation review.

F.    Consider approving abatements and addenda as recommended by Tax Assessor:  NONE

G.   Consider possible appointments to boards or commissions:  NONE

H.   Consider a possible motion to go into closed session to review, consider, discuss and act   upon the following matters pursuant to Section 42-46-5(a)(2), Collective Bargaining and                Litigation, Discussion on taxation for a non-profit entity, Section 42-46-5 (a)(5), Real Estate, Bryant University, Section 42-46-5(a)(1), Personnel of the RI General Laws.

I.      Reconvene in open session, if necessary, to announce any closed session votes required to be disclosed pursuant to RI General Laws, Sec. 42-46-4.
