A. Move that the minutes of the April 1, 2008 Town Council meeting and closed
session be approved, as recorded and that the closed session minutes be sealed.
VI. Licenses and Permits: To consider and act upon the following matters:
A. Consider approving the annual renewal of Holiday Licenses as listed pending
compliance with all state regulations and local ordinances.

B. Consider approving the renewal of a Bingo License for the Smithfield Senior
Center,1 William J. Hawkins, Jr. Trail, pending compliance with all state
regulations and local ordinances. (Fee Waived).
C. Consider approving a Special Event License for Knights of Columbus, St.
Philip Council #11087, 618 Putnam Pike, for a fund raising event to take place
on May 10, 2008 from 6:00 pm to 9:00 pm at the St. Philip Parish Center in
Greenville, pending compliance with all state regulations and local ordinances.
(Fee Waived).
D. Consider approving a Special Event License for Bounthanh Prasavath d/b/a
Watlao Buddhovath for the Lao New Year Celebration to take place at the Buddhist
Temple, 88 Limerock Road on Saturday, April 26th and Sunday, April 27th, 2008
from 9:00 am to 7:00 pm., pending compliance with all state regulations and
local ordinances.
E. Consider the approval of two 1-Day Beer and Wine Licenses for the Laotian
Community Center, 88 Limerock Road, for the Lao New Year celebration to be held
on Saturday, April 26th and Sunday April 27th, 2008 from 9:00 am to 7:00 pm.,
pending compliance with all state regulations and local ordinances.
VII. Public Hearings: To consider and act upon the following matters: NONE
VIII. Old Business:
A. Consider authorizing the Town (School Department Approval on April 7, 2008)
to enter a Health Care Co-Op with the Governmental Health Group of Rhode Island.
IX. New Business: To consider and act upon the following matters:
A. Consider the formation and appointment of members to a Monthly Budget Review
Committee.
B. Consider the formation and appointment of members to a Purchasing Agent
Committee.
C. Consider rejecting a bid for the Ice Rink Ventilation System and authorizing
an RFP for rebid.
D. Consider scheduling a Public Hearing for May 6, 2008 to consider amendments
to the Smithfield Code of Ordinances, Chapter 268, Peddling and Soliciting,
Article I §268-3 Issuance; term. (A) (6); and §268-3 (C).
E. Consider scheduling a Public Hearing on May 20, 2008 to consider abandonment
of a portion of Lydia Anne Road, a portion of Hanton City Road and a portion of
DeCotis Farm Road.
F. Consider authorizing the QBS contract award for the Dam Safety Emergency
Action Plan.
G. Consider adopting rules and regulations for the Smithfield Youth Memorial
“Garden of Peace”.
H. Consider authorizing a School Department Operations Performance Audit.
I. Consider approving abatements and addenda as recommended by Tax Assessor:

J. Consider possible appointments to boards or commissions:
1. Mr. William Robinson – Planning Board
2. Mr. Stephen Davis, Jr. – Planning Board
K. Consider a possible motion to go into closed session to review, consider,
discuss and act upon the following matters pursuant to RIGL Section
42-46-5(a)(2), Collective Bargaining and Litigation, LIUNA Contracts, RIGL
Section 42-46-5 (a)(5), Real Estate, Bryant University, Village of Summerfield.
L. Reconvene in open session, if necessary, to announce any closed session votes
required to be disclosed pursuant to RI General Laws, Sec. 42-46-4.
