V. Minutes:
A.
Move that the minutes of the August 5, 2008 Town
Council Meeting and closed session be approved, as recorded and that the closed
session minutes be sealed.
VI. Licenses and Permits: To consider and act upon the
following matters:
A.
Consider the approval of a 1-day Full Privilege Liquor
License for Bryant University for a Bryant Leadership Council Dinner to be held
September 12, 2008 in the Heidi and Walter Stepan Grand Hall of the George E.
Bello Center for Information and Technology Building on campus located at 1150
Douglas Pike, from 6:00pm to 9:30pm, pending compliance with all state
regulations and local ordinances.
B.
Consider the approval of a 1-day Full Privilege Liquor
License for the Smithfield Sportsman’s Club for their annual field day to be
held on September 21, 2008 from 9:00am to 8:00pm pending compliance with all
state regulations and local ordinances. Rain date will be on September 28,
2008.
C.
Consider the approval of a Special Event License for
Buonthanh Prasavath Watlao Buddhovath of Rhode Island Inc. for an Event to take
place at the Buddhist Temple, 88 Limerock Road on Saturday, September 13th
and Sunday, September 14th, 2008 pending compliance with all state
regulations and local ordinances and restrictions set forth through an agreement
with the Smithfield Police Dept. except as it relates to the sale of alcohol.
D.
Consider the approval of two (2) 1-Day Beer and Wine
Licenses for Thongkhoun Pathana d/b/a “Laotian Community Center”, 88 Limerock
Road, for an event to take place on Saturday, September 13th and
Sunday, September 14th, 2008 pending compliance with all state
regulations and local ordinances and restrictions set forth through an agreement
between the Laotian Community Center and the Town of Smithfield.
E.
Consider the approval of a 1-Day Beer and Wine License
for St. Philip Council Knights of Columbus #11087 to hold a Parish Steak Fry to
be held 6:00pm to 9:00pm on Saturday, October 4, 2008 at the St. Philip Parish
Center in Greenville, RI, pending compliance with all state regulations and
local ordinances.
F.
Consider the approval of a new Holiday Sales License
for Maxi Drug South LP d/b/a Rite Aid #10259, 452 Putnam Pike, pending
compliance with all state regulations and local ordinances and subject to final
Fire Department approval and the Certificate of Occupancy from the Building
Official.
G.
Consider approving an application for a Massage
Establishment License for Nicole M. Colce, 63 Lafayette Street, Johnston, Rhode
Island to open a Massage Establishment to be known as “A New Path Salon & Spa”,
located at 52 Cedar Swamp Road and subject to the final approval of the Building
Official.
H.
Consider approving the renewal of two (2) Pool Table
Licenses for the following establishments pending compliance with all state
regulations and local ordinances.
1) Effin’s Pub, LLC, d/b/a “Effin’s Pub”, 325
Farnum Pike
2) Cat-Beau Inc., d/b/a “Tickers”, 45 Cedar
Swamp Road
I.
Consider approving two (2) 1-day Beer & Wine Licenses
for Dennis Parente d/b/a “Parente’s Restaurant” to hold two events for Bryant
University under a tent on Friday, September 12, 2008 and Saturday, September
13, 2008 on the Parente’s Restaurant property located at 1114 Douglas Pike,
pending compliance with all state regulations and local ordinances.
J.
Consider approving a new Victualling License for Pier
Five Services, Inc. d/b/a “Sebastian’s Catering”, 900 Salem Street, pending
compliance with all state regulations and local ordinances and subject to final
approval of the Health Department and Building Official.
VII. Public Hearings: To consider and act upon the
following matters:
A.
Conduct a Public Hearing to consider the introduction
of an ordinance establishing a municipal court.

Discuss, consider and act upon the condition of the
tree on Mann School Road.
B.
Consider approving an extension of sewers for two
residents on Maplecrest Drive.
C.
Consider scheduling a public hearing to consider and
act upon amendments to Article 12 of the Smithfield Zoning Ordinance.
D.
Discuss, consider and act upon the mailing of the
proposed charter amendments to residents.
E.
Discuss, consider and act upon the motion on land
development.
F.
Consider possible appointments to Boards and
Commissions:
1) Land Trust (one appointment, one alternate)

G.
Consider a possible motion to go into closed session
to review, consider, discuss and act upon the following matters pursuant to RIGL
