A.  Move that the minutes of the April 21, 2009 Town Council Meeting and closed session for April 21, 2009 be approved, as recorded and that the closed session minutes be sealed.

B.  Move that the minutes of the April 22, 2009 Town Council Work Session be approved, as recorded.

VI.        Licenses and Permits: To consider and act upon the following matters: 

A.  Consider approving the renewal of the following two (2) Holiday Sales Licenses as listed, pending compliance with all State regulations and local ordinances:

                                                            1.  Ronald Depault/Depault & Sons Hardware d/b/a “Greenville Hardware”, 633 Putnam Pike.

                                                            2.   Lucien A. Joly Jr. d/b/a “Joly’s Lawn Ornaments, 373 Farnum Pike.

B.  Consider approving a Special Event License for Smithfield Elks d/b/a “Smithfield Elks” for a Bayou ‘n’ Boogie Fest Fundraiser, Two Days Celebrating Culture, to take place at the Smithfield Elks Lodge #2359, 326 Farnum Pike on Saturday, May 23, 2009 from 12pm to 10:30pm and Sunday, May 24, 2009 from 12pm to 10pm, pending compliance with all State regulations and local ordinances, and issuance of a Noise Permit from the Police Department.

VII.     Public Hearings:  To consider and act upon the following matters:

A.  Conduct a Show Cause Hearing before the Smithfield Town Council, acting as the Board of License Commissioners, to hear alleged liquor law and other violations at Joseph’s Pub.

B.   Conduct a Public Hearing to consider amendments to the Liquor Control Ordinance.

C.   Conduct a Public Hearing to consider amendments to the sewer use ordinance, Code Section 294-17.

D.  Conduct a Public Hearing to consider amending the Comprehensive Plan as recommended by the Planning Board.

E.   Conduct a Public Hearing to consider amending the Zoning Ordinance as recommended by the Planning Board.

VIII.     Old Business: NONE

IX.       New Business:  To consider and act upon the following matters:

A.  Consider, discuss and act upon approving the Police Department’s application for a Recovery Act/Edward Byrne Memorial FY 2009 Justice Assistance Grant (JAG).

B.  Consider, discuss and act upon changing the June 16, 2009 Town Council meeting to June 23, 2009.

C.  Consider, discuss and act upon the Community Development Block Grant.

D.  Consider, discuss and act upon the formation of a sub-committee to investigate an emergency water interconnection between Greenville Water District and the Smithfield Water Supply Board.

E.  Consider, discuss and act upon the authorization to advertise a construction RFP for Maplecrest Drive Sewer Extension for Houses 6 & 8.

F.  Consider, discuss and act upon the authorization to advertise a construction RFP for Kimberly Ann Drive Sewer Extension.

G.  Consider, discuss and act upon the request for use of Deerfield Park land for a Garden.
