A.   Move that the minutes of the June 9, 2009 Town Council Meeting be approved, as recorded.

B.   Move that the minutes of the June 11, 2009 Financial Town Meeting be approved, as recorded.

VI.          Licenses and Permits: To consider and act upon the following matters: 

A.   Consider approving three (3) 1-Day Class F1 Liquor Licenses (Full Privilege), and a Carnival License for the Portuguese American Social & Athletic Club of Georgiaville for the annual Holy Ghost Feast to be held on July 24, 25 & 26, 2009 on club grounds located at 32 Fenwood Avenue pending compliance with all state regulations and local ordinances and subject to conditions set forth in an agreement between the Portuguese American Club and the Smithfield Police Department which addresses crowd control and the sale, possession and consumption of alcoholic beverages.  Fee waived for Carnival License only.

B.   Consider approving two (2) new Holiday Licenses as listed pending compliance with all state regulations and local ordinances.

C.   Consider approving the renewal of one (1) Peddlers License as listed pending compliance with all state regulations and local ordinances.

D.   Consider approving the renewal of one (1) Bingo License as listed pending compliance with all state regulations and local ordinances.

E.   Consider approving the renewal of one (1) Holiday License as listed pending compliance with all state regulations and local ordinances.

F.    Consider approving the renewal of one (1) Pool Table License as listed pending compliance with all state regulations and local ordinances.

VII.         Public Hearings:  To consider and act upon the following matters:

A.   Conduct a Public Hearing to consider enacting an ordinance relating to the Personnel Board.

B.   Consider Scheduling a Public Hearing on July 14, 2009 to consider adopting a woodland conservation ordinance.

IX.          New Business:  To consider and act upon the following matters:

A.   Consider, discuss and act upon the Tax Abatements for the fiscal year 2009.

B.   Consider, discuss and act upon authorizing a RFP for paving, crack filing, chip sealing and road rehabilitation.

C.   Consider, discuss and act upon authorizing the roll over of temporary notes.

D.   Consider, discuss and act upon a request to advertise for proposals for a Smithfield Flow Monitoring Study.

E.   Consider, discuss and act upon adopting a budget resolution for fiscal year 2009.

F.    Consider, discuss and act upon adopting a budget and Tax Levy Resolution for fiscal year 2010.

G.   Consider, discuss and act upon a pay-as-you throw program.

H.   Consider, discuss and act upon a Resolution authorizing a purchase and sales agreement for the Salt Barn property as approved at the Financial Town Meeting.

I.      Consider, discuss and act upon a request for authorization for the 20^th Smithfield Lion’s 5K Road Race to be held on Sunday, September 27, 2009 at the Smithfield Crossings.  

J.    Consider, discuss and act upon possible reappointments to Boards and Commissions:

            1)  Conservation Commission (three reappointments)

                        a)  Renee Finlay (3 year term)

                        b)  John Serapiglia Jr. (3 year term)

                        c)  Richard Paquet (3 year term)

K.   Consider a possible motion to go into closed session to review, consider, discuss and act upon the following matters pursuant to RIGL 42-46-5(a) (5), Real Estate, Property Acquisition adjacent to ice rink, Matteo Appraisal, RIGL 42-46-5(a)(1) and (2), Personnel & Collective Bargaining, Union Negotiations.

L.    Reconvene in open session to announce any closed session votes required to be disclosed pursuant to RI General Laws, Sec. 42-46-4.
