V.       Minutes: 

A.    Move that the minutes of the July 14, 2009 Town Council Meeting and closed session be approved, as recorded and that the closed session minutes be sealed.

VI.      Licenses and Permits: To consider and act upon the following matters: 

A.  Consider approving the renewal of two (2) Pool Table Licenses as listed pending compliance with all state regulations and local ordinances.

1.    Cat Beau Inc., d/b/a “Tickers”, 45 Cedar Swamp Road

2.    Gilda Poirier, d/b/a “Gilda’s Lounge”, 28 Farnum Pike

B.  Consider the approval of a Bingo License for St. Philip’s School PTO, 618 Putnam Pike, Smithfield, R.I. (Fee Waived) pending compliance with all state regulations and local ordinances.

C.  Consider approving a 1-day Full Privilege Liquor License for St. Philip’s School PTO, 618 Putnam Pike, for a Bingo to be held on October 3, 2009 from 4:00 pm to 9:30 pm, pending compliance with all state regulations and local ordinances.

D.  Consider approving the renewal of a Peddlers License for Stephanie Mosca d/b/a “A&W”, 460 Putnam Pike, Smithfield, R.I. pending compliance with all state regulations and local ordinances.

E.  Consider approving the renewal of a Holiday License for Lucien A. Joly, Jr. d/b/a “Joly’s Lawn Ornaments”, 373 Farnum Pike, Smithfield, R.I. pending compliance with all state regulations and local ordinances. 

F.   Consider approving a 1-day Special Event License for Cortland Place for a car show to take place at Cortland Place, 20 Austin Avenue, on Saturday, August 15, 2009 from 10:00am to 3:00pm pending compliance with all state regulations, local ordinances and approval by Building/Zoning Official, Fire Department and Police Department.

G.  Consider approving a solicitation license for Andrea Atkinson, d/b/a “212 Marketing Solutions” an outsourced sales and marketing company soliciting for Verizon, pending compliance with all state regulations and local ordinances.

VII.      Public Hearings:  To consider and act upon the following matters:

A.  Conduct a Public Hearing to consider adopting a woodland conservation ordinance.

B.   Conduct a Public Hearing to consider revocation or other sanction concerning the victualing license of Isabella’s Restaurant.

C.   Conduct a Public Hearing to consider adopting amendments to the Historic Preservation Ordinance.

VIII.       Old Business:  NONE

IX.         New Business:  To consider and act upon the following matters:

A.   Consider, discuss and act upon a request from the Smithfield Energy Committee for funding of a feasibility study for wind and water turbines.

B.   Consider, discuss and act upon Sewer Authority waste water treatment facilities operation contract amendments.

C.   Consider, discuss and act upon authorizing a RFP for the purchase of a new fire medic unit.

D.  Consider, discuss and act upon possible reappointments/appointments to Boards and Commissions:

            1)  Substance Abuse Prevention Task Force (reappointments)

                        a)  Martha Iachetta

                        b)  Robert Squillante

                        c)  Joseph Marcello

                        d)  Colleen Judge

                        e)  Orlando Braxton

            2)  Substance Abuse Prevention Task Force (appointments)

E.   Consider a possible motion to go into closed session to review, consider, discuss and act upon the following matters pursuant to RIGL 42-46-5(a)(5), Real Estate; Land Purchase/Greenville Library, RIGL 42-46-5 (a)(2), Litigation;  False Alarm Ordinance.

F.   Reconvene in open session to announce any closed session votes required to be disclosed pursuant to RI General Laws, Sec. 42-46-4.
