Scope of Services
VOLUNTEERS NEEDED:
The Town of Smithfield is seeking
volunteers to serve on the Affordable
Housing Advisory Board. The Board is an
advisory committee to the Town Council and
the Planning Board and persons with an
interest in affordable housing are
encouraged to apply. Meetings are held on
the third Monday of the month at 7:00 p.m.

Organization
The Town of Smithfield Affordable Housing
Advisory Board shall consist of a nine (9) person
citizen advisory Board comprised of representatives of
the community who have an interest in affordable housing
in Town. Members of this advisory Board will be
appointed by the Town Council and serve staggered terms:
three members shall serve two (2) year terms, and four
shall serve three (3) year terms. General
administrative and staff support for the Board will be
provided by the Town of Smithfield Planning Department.
General Purposes and Committee Charge
The Smithfield Affordable Housing Board is an advisory
committee to the Town Council and the Planning Board.
The general purposes of the Board are to:

Establish Long and Short Term goals for the town
that include those in the Plan;

Support and expand the role of non-profit
organizations in providing permanent low and
moderate income housing in the Town;

Research properties in the Town that may be sites
for low and moderate income housing projects;

Develop a site inventory of potentially suitable
sites for rehabilitation of existing housing and
adaptive re-use of non-residential properties;
-
Conduct educational programs regarding low and
moderate income housing issues within the community;

Research the need and methods of establishing and
administering an Affordable Housing Trust Fund;
-
Identity funding sources for the production of low
and moderate income housing with the Town.

Advise the Town Council on the establishment of a
Housing Trust Fund.

Scope of Advisory
Services
As an advisory committee, the Board is intended to provide
assistance to the Town Council, Planning Board and Zoning
Board input to the Town administration regarding issues and
programs relating to the provision and/or retention of
affordable housing with Smithfield. In addition, the Board
is intended to act as a local resource for the community
relative to affordable housing issues. In this respect, the
Board shall:

Establish a
work program based upon the priority items in the ‘Low
and Moderate Income Housing Plan’ adopted May 2, 2005 by
the Town Council.

Meet on a
monthly basis and report on an annual basis to the Town
Council regarding the status of implementation of
affordable housing initiatives within Smithfield.
-
Assist the
Planning Department by reviewing data and information
collected and/or assembled by Town staff relative to
affordable housing statistics, programs, grants and
subsidies.
-
Conduct an
annual educational meeting regarding affordable housing
issues in the community.
-
Work with
local non-profits to strengthen their capacity for
housing development to increase their ability to access
competitive funding sources (State and Federal)
-
Act as an
advocate and catalyst for affordable housing development
within the Town.

Provide
advisory review and assistance to the Town Council,
Planning Board, Zoning Board and Planning staff relative
to the development of an inclusionary Zoning Ordinance
and other potential modifications to the Zoning
Ordinance and Subdivision and Land Development
Regulations aimed at improving the climate for the
production and maintenance of affordable housing within
the Town.

Provide
advisory review and assistance to the Town Council,
Planning Board and Planning Department on Zoning
Ordinance and Subdivision Regulation amendments that
would encourage the rehabilitation of older and
substandard housing for affordable occupancy.

Review the
provisions of RIGL §45-53 ‘Low and Moderate Income
Housing Act’ and advise the Town Council relative to
potential amendments to the Act. Such review shall
focus upon, but not be limited to, potential changes in
the Act’s definition of affordable housing units per
development required to qualify for comprehensive permit
status; and protections to ensure that municipalities
are not overwhelmed with numerous comprehensive permit
applications filed in a short amount of time.
