The Town Manager and Town Council office is located in Town Hall, 64 Farnum
Pike on the 2nd floor.
FUNCTIONS:
Town Manager: The Town Manager
is the Chief Administrative Officer of the Town, responsible to the
Council for the administration of all town affairs placed in the
Manager’s charge by or under this Charter. Among the duties: Direct
and supervise all town departments within his/her jurisdiction; Attend
all Town Council meetings; See that the laws and provisions of this
Charter under his/her jurisdiction are faithfully executed; Prepare and
submit annual budgets; Keep the Council fully advised as to the
financial condition and future needs of the Town; Make recommendations
to the Council concerning the affairs of the Town; and perform such
duties specified under this Charter and required by the Council.
Town Council:
All powers of the Town shall be vested in the Town Council except as
otherwise provided by law or the Smithfield Town Charter, and the
Council shall provide for the exercise thereof and for the performance
of all duties and obligations imposed on the Town by law. Among their
duties are the selection of a Town Manager, approval of all Policy
matters, appointments to Boards and Commissions, approval of all
Licenses and Permits and approval of Zoning Ordinance changes and
contracts.

What
are the directions to Town Hall and when is the Town Hall open?
From Rt. 295, take exit 7-A
(Centerdale) onto Putnam Pike (Rt.44). Take a left at traffic light
onto Esmond Street and follow through one stop sign to the end. Take a
left onto Farnum Pike for approximately ½ mile.
Town Hall is located on
the left next to the Georgiaville Fire Station and across from the
Smithfield School Administration Building. It is open daily from 8:30am
to 4:30pm Monday through Friday except for
holidays.

How
often and when does the Town Council meet?
Smithfield Town Council meetings
are held on the 1st and 3rd Tuesday of the month,
except July, August and December (designated one date) at 7:30pm in the
Council Chambers in Smithfield Town Hall. See the 'Meetings'
page or the 'Town Calendar' for
specific dates.
Can I
get a copy of the agenda in advance of the meetings?
Yes, they can be picked up outside of the Council Chamber beginning at
3:00 p.m. on the previous Friday to the meeting; they can be viewed on
Cox Channel 17 and can be
viewed on our web site.
Do
I have to call the Town Manager or Town Council members for all
questions relating to Town issues?
Not necessarily. You can call the appropriate department (directory in
the phone book,
on the web site, or calling 233-1000 or checking Cox Channel 17).
You can also inquire of any department or the Town Manager via e-mail.
In addition, the Town Council member’s e-mail addresses are also
listed on this web site. Of course, at any time, the Town Manager
or any Council member can be contacted relative to any specific
questions.
Does
the Town have any long-term plans in place outside of the annual budget?
Yes, there are many. The Town has an annual goals document which is
updated and reviewed annually; a Comprehensive Community Plan; a
Comprehensive Recreation Plan; a Capital Improvement Program (CIP) Plan
which is updated semi-annually, and a Community Development Plan to name
a few. We are also in the process of developing a 5-year Financial
Plan.
Does
the Town encourage volunteers?
Yes, all of our Boards and Commissions are made up of community
volunteers who are appointed at various intervals by the Town Council.
The Town also has many volunteers at the Senior Center and other town
departments on a periodic basis. If you are interested, please contact

On
what holidays is the Town Hall Closed?
Smithfield Town Hall is
closed for the following holidays: New Years Day, Rev. Martin Luther
King, Jr. Day, Presidents’ Day, Rhode Island Independence Day, Memorial
Day, Independence Day, Victory Day, Labor Day, Columbus Day, Veterans’
Day, Thanksgiving Day, and Christmas Day. Half days include: Good
