East Smithfield Neighborhood Center Renovation

SEALED PROPOSALS from qualified firms will be received in the Office of the Finance Director, 64 Farnum Pike, Smithfield, RI 02917; until 10:00am on Thursday,  June 10, 2021, at which time the proposal will be opened and publicly read aloud in the Town Council Chambers, 2nd Floor of the Town Hall Building.

Mandatory Pre-Bid Conference for this Project will be held on May 14, 2021 at 10:00am at the East Smithfield Neighborhood Center, 7 Esmond Street, Smithfield, RI. Contractors will be required to visit the job site and be completely familiar with all existing conditions as they relate to the Project. Proposals will not be accepted from vendors who do not attend this meeting.

SEALED PROPOSALS from qualified firms will be received in the Office of the Purchasing Agent, 64 Farnum Pike, Smithfield, RI 02917; until Friday, 11:30am on July 30, 2021, at which time the proposal will be opened and publicly read aloud in the Town Council Chambers, 2nd Floor of the Town Hall Building.

There shall be a non-mandatory site walkthrough of the town’s landfill and gravel pit site for interested developers on Thursday, June 17, 2021 at 10:00 with access to the town landfill from 10-11:30 AM and then at the town gravel pit from 12:30-2:00 PM. Any questions on the RFP may be submitted to Michael Phillips, Town Planner until 3:00 PM on Tuesday, June 23, 2021.

Bids will be opened on July 30, 2021 at 12:00PM at which time the proposal will be publicly read aloud in the Town Council Chambers, 2nd Floor of the Town Hall Building.

CLEAN ENERGY FINANCE CONSULTING FIRM TO EVALUATE VIRTUAL NET METERING PROPOSALS

The Town anticipates that 5 to 10 proposals will be received (including wind and solar) from different renewable developers with either virtual net metering, renewable energy growth or both types of project proposals from developers. These consulting services are expected to occur between Q3 and Q4 of 2021.

SCHOOL DEPARTMENT – RFP FOR A FIRE SUPPRESSION SYSTEM AT WILLIAM WINSOR SCHOOL

SEALED PROPOSALS from qualified firms will be received in the Office of the Purchasing Agent, 64 Farnum Pike, Smithfield, RI 02917; until Tuesday, 10:00 AM on June 22, 2021 at which time the proposals will be publicly read aloud in the Town Council Chambers, 2nd Floor of the Town Hall Building.

The purpose of this request is to solicit 2 two separate proposals from qualified firms capable of designing, supplying and installing a code compliant fire suppression system at the William Winsor School, Greenville, RI.

BASE PROPOSAL: The Base Proposal is for all areas below grade and the entire first floor of the school building, one (1) alternative will only be reviewed after a base bid proposal is submitted.

#1 ADD ALTERNATE: The additional bid is for the Entire second floor of School building.
There shall be a Mandatory Pre-Proposal Site Visit and Meeting held on June 14, 2021 at 11:00 AM at the William Winsor School Building, 562 Putnam Pike, Greenville, RI.

Bid and Request For Proposal (RFP) Procedures

The Town of Smithfield’s Purchasing (Finance) Office is responsible for carrying out the requirements of the Town’s Purchasing Policy & Procedures so that we may obtain quality goods and services from the lowest qualified bidder.

In order to better serve the increasing volume of bids and to get packages into the hands of prospective bidders more quickly, thereby reducing costs and increasing efficiency, it has become necessary to automate our bidder/proposal process. The Town of Smithfield’s Purchasing Department now has a Bidder Registration area. (see below)

Active Bid/Proposals

Each offer shall be in accordance with specifications and instructions contained therein. Each offer shall be submitted in duplicate, unless otherwise noted, and in a sealed envelope plainly marked on the exterior with the bid number and bid name. The Town of Smithfield shall receive each proposal/bid either by mail, (no proposals/bids will be accepted via e-mail or FAX) or in person in the Finance Department no later than the time and date indicated.

Vendor/Bidder Registration:

Vendors/Bidders must register using the provided online information. Please proceed to Vendor Registration on the statewide site.

Online Vendor Registration:

The Town has an automated bidder/proposal process. This automation effort is to better serve the increasing volume of bids and to get packages into the hands of prospective bidders more quickly. The Town of Smithfield now has a Bidder Registration area.

Only ACTIVE vendors will have the ability to download and print bid packages. You must obtain the packages via the web site.

Basics Regarding Competitive Bidding:

By State Law and City Ordinance, the Town of Smithfield is obligated to purchase by Public Bidding: Construction projects, Items or Services over $10,000. All bids are publicly opened at the advertised time in the Smithfield Town Council Chambers, and are then made available for public examination at any time. Analyses of bid results are made up after the bid openings and are made available in the bid tab section of this page.

All bids are advertised in the Providence Journal.

Awards:

After a bid is opened, the Department requiring the goods or services makes a determination as to the lowest evaluated or responsive bidder in the case of merchandise, or the highest qualified firm in the case of services. The Department Head then makes a recommendation to the Town Council, who, ultimately, awards a bid. The successful vendor is then notified of the award, and of any further requirement prior to a Purchase Order/Contract being issued.
